NEIGHBOURHOOD PLAN REFERENDUM 26/10/23 INFORMATION
A Special Day has now arrived when you will be able to cast your Referendum Vote for adoption of the Chippenham Without Neighbourhood Plan!
The Referendum will take place on Thursday 26 Oct 2023 at the Allington Cricket Pavilion, Chippenham Rugby Club between the hours of 7am and 10pm. The Vote will ask you the question shown in bold below:
‘Do you want Wiltshire Council to use the Neighbourhood Plan for Chippenham Without to help it decide planning applications in the neighbourhood area?’
Also, below on this web-site you can see the Referendum Version of our Neighbourhood Plan along with all the supporting documents and full details on the conduct of the Referendum. All persons on the Parish Register of Electors are entitled to vote and there are details on how to register to vote or use a proxy or postal vote. This last might be important as 26Oct 2023 is during half term and people might be away.
It has been a long journey to get to this final stage, The Referendum, and my thanks go to you all for your help, understanding and forbearance throughout the process.

A referendum relating to the Chippenham Without Neighbourhood Plan will be held on Thursday 26th October 2023
The question asked in the referendum will be ‘Do you want Wiltshire Council to use the neighbourhood plan for Chippenham Without to help it decide planning applications in the neighbourhood area?’

Chippenham Without Neighbourhood Plan: Outcome of the Examination Process and Preparations for the Referendum
Following examiner Liz Beth issuing her report on the examination of the Chippenham Without Neighbourhood Plan, Wiltshire Council have also now issued the Decision Statement to the Parish Council, as qualifying body; and notified all those with an interest in the neighbourhood plan.

Details of the referendum will be made available and publicised as soon as the necessary arrangements have been made.
Liz Beth has been appointed to carry out the examination of the Chippenham Without Neighbourhood Plan, which has been submitted to Wiltshire Council and has been subject to a period of public consultation. She will consider if the plan meets the five basic conditions in Paragraph 8(2) of Schedule 4B of the Town and Country Planning Act 1990.
The examiner will consider the neighbourhood plan submission, along with the representations that were received during Wiltshire Council’s public consultation.
Draft Chippenham Without Neighbourhood Plan Consultation (2022 – 2036) (Regulation 16)
Wiltshire Council is formally consulting on the proposed draft Chippenham Without Neighbourhood Plan which has been submitted by Chippenham Without Parish Council. The consultation starts on Monday 13 March 2023 and responses must be received no later than 5pm on Tuesday 2 May 2023.
Following this consultation, the comments received will be passed to an independent examiner, to be appointed by Wiltshire Council, who will consider the representations and determine if the draft plan should be put to a community referendum.
Where possible, please provide any comments using the Wiltshire Council consultation portal (opens new window) where all of the documents that form part of the consultation can be found.

The Designation of Allington & Sheldon Neighbourhood Area has been approved in accordance with section 61G of the Town and Country Planning Act 1990 as amended for the purposes of Neighbourhood Planning.
